Abstract

Cites Functional Standard 2.9 on escape in the Non-Domestic Technical Handbook as the areas over which there is doubt over compliance. Relates to the erection of 5 blocks of flatted dwellings with a top most storey height varying between 12-15 meters and 146 dwellings in total. Provides the technical context to explain how the issue has arisen and the key elements of the ministerial response, including interpretation of guidance.
