Abstract
Explains the decision and impacts for recent changes in policy and the issue of Circular 02/2013. 6 Policy Elements are covered: 1: Road capacity and developer mitigation of impact, 2: Creation of new accesses to motorways and routes near motorway standard, 3: Setback of wind turbines from the highway, 4: Spacing of roadside facilities, 5: Minimum requirements for roadside facilities to be eligible for signing, and 6: Removal of maximum allowable retail floor space at roadside facilities eligible for signing.
