Planning Policy Statement
Abstract
Provides new planning policy provisions on the protection of local character, environmental quality and residential amenity within established residential areas, villages, and smaller settlements. Also sets out policy on the conversion of existing buildings to flats or apartments and contains policy to promote the greater use of permeable paving within new residential developments to help reduce the risk of flooding from surface water run-off.

Supersedes Public consultation draft - addendum to planning policy statement 7: safeguarding the character of established residential areas (DOENI, 2009). To be read with PPS 7: Quality residential environments (DOENI, 2001) and Addendum to planning policy statement 7: residential extensions and alterations (DOENI, 2008).
