Studies the results from the 2007 consultation together with other surveys of SWMP users to provide a detailed cost-benefit analysis for the construction and demolition by sector and process. Intends to provide a definition of project cost for potential application as the identification of thresholds for applicability of mandatory SWMPs. Assesses regional variations. Considers future costs. Identifies contributory factors to cost and benefits from implementation. Evaluates implications in a basic and detailed SWMP approach.
