Abstract
A feasibility study in 2007 considered how congestion could be reduced and what measures could be introduced to improve journey time reliability. This report looks at a number of technical traffic management interventions, describes the hard shoulder running system, examines safety and environmental aspects, use of advanced signalling and traffic management infrastructure and how to achieve compliance with signs and signals, also looks at driver education and communications aspects.
