Abstract

Developed to provide the technical framework for applying a risk management process when dealing with land affected by contamination. The technical approach presented here is designed to be applicable to a range of non-regulatory and regulatory contexts including: development or redevelopment of land under the planning regime, regulatory intervention under Part IIA of the Environment Protection Act 1990 or Part III of the Waste & Contaminated Land (Northern Ireland) Order 1997, voluntary investigation and remediation, and managing potential liabilities of those responsible for individual sites or a portfolio of sites. Intended to assist all those involved in dealing with land contamination, including landowners, developers, professional advisors, regulatory bodies and financial service providers.

CLR11 was archived from GOV.UK in 2016 as part of the smarter guidance project. Archived content can be used for historical reference but it does not represent official EA or government guidance. The Environment Agency (EA) has published an update to the Model procedures for the management of land contamination (CLR11) (June 2016). The updated online guidance is called: Land contamination: risk management (LCRM).
