Abstract
Provides advice on positive outcomes that the Homelessness Directorate would like to see local authorities achieve on homelessness in 2003-04. It is based on the Homelessness Directorate's analysis of good practice, data and research, and on its discussions with local authorities and other homelessness agencies. Covers the background; existing aims, objectives and targets; achieving new outcomes for homelessness; suggested outcomes and effective approaches; setting outcomes and measuring achievements; and existing guidance.
