Originally published by Office of the Deputy Prime Minister (ODPM) on 27 January 2003. Joint circular. Also known as ODPM Circular 01/2003 and NAFW Circular 01/2003. Supersedes DOE Circular 2/92 (Welsh Office Circular 5/92). The list was updated in 2016 to include London Heliport, Newquay and Durham Tees Valley plus removal of Penzance and Plymouth in Annex 3.
