Abstract
Sets out the Department's planning policies for achieving quality in new residential development and advises on the treatment of this issue in development plans. It embodies the Government's commitment to sustainable development and the Quality Initiative.
History
Will be cancelled by Strategic planning policy statement for Northern Ireland (SPPS) - planning for sustainable development (DOENI, 2015) when all eleven councils have adopted a new Plan Strategy for the whole of their council area. Issued by The Planning Service an agency within the DOENI. To be read with Addendum to planning policy statement 7: residential extensions and alterations (DOENI, 2008) and Addendum to planning policy statement 7: safeguarding the character of established residential areas (DOENI, 2010).

The Department of the Environment for Northern Ireland (DOENI) is now known as the Department for Communities (DfC). The Department of the Environment for Northern Ireland's role was to promote sustainable development principles, responsible land use, air and water quality, and waste management, the reduction of road traffic casualties and ensure effective local government.
