Presents guidance on the provisions in sections 77 to 80 of the Criminal Justice and Public Order Act 1994 which affect gypsies and unauthorised campers. The Act repeals the duty of local authorities to provide and manage sites as required by the Caravan Sites Act 1968.
Superseded in so far as it applies to Wales by WG Circular 005/2018: Planning for gypsy, traveller and showpeople sites (Welsh Government, 2018). Paragraphs 6-9 replaced by DETR Circular 18/94 Amendment: Gypsy sites policy and unauthorised camping: revision of advice on "toleration" (DETR, 2000). Joint circular. Also known as Welsh Office Circular 76/94. Supersedes: DOE Circular 28/77 (Welsh Office Circular 51/77) and DOE Circular 57/78 (Welsh Office Circular 97/78).
