Explains the provisions of the Local Government Planning and Land Act 1980 dealing with regard to the relaxation of controls and miscellaneous matters including compulsory acquisition powers; land registers; the repeal of the Community Land Act; land compensation; derelict land and gypsy caravan sites.
Joint circular. Also known as Welsh Office Circular 13/81. Supersedes the following DOE Circulars: 121/75, 128/75, 22/76, 23/76, 26/76, 31/76, 36/76, 98/76, 10/77 and 59/77. Also supersedes the following Welsh Office Circulars: 206/75, 40/76, 44/76, 48/76, 49/76 and 150/76. Paragraphs 4-5 and paragraphs 47-50 of annex 1 are cancelled. Paragraphs 19-23 and Annex 2 are superseded by DOE Circular 18/94 (Welsh Office Circular 76/94).
