Explains the provisions of the Local Government Planning and Land Act 1980 dealing with regard to the relaxation of controls and miscellaneous matters including compulsory acquisition powers; land registers; the repeal of the Community Land Act; land compensation; derelict land and gypsy caravan sites.

Paragraphs 19-23 and Annex 2 are superseded by DOE Circular 18/94 (Welsh Office Circular 76/94).
