Provides guidance on implementing the system of local development plans (LDPs). Briefly outlines legislative framework, status of guidance, format of guidance and amendment of development plans. Discusses the aims and expectations of LDPs, then provides a step-by-step guide of the LDP process.

Supersedes Circular 6/2013: Development planning (Scottish Government, 2013); and Addendum to planning circular 6/2013: development planning. Withdrawal of old and superseded circulars (Scottish Government, 2016).
