To be read with Road traffic regulation act 1984 and Part 6 of the Traffic management act 2004 - the Secretary of State's statutory guidance to local authorities on the civil enforcement of parking contraventions (DFT, 2008). Supersedes Traffic management act 2004 - parking policy and enforcement: operational guidance to local authorities. (DFT, 2008). Replaces DfT and Welsh Office Circular 1/95: Guidance on decriminalised parking enforcement outside London and relevant sections of the Mayor of London's transport strategy.
