Abstract
Provides a guide to the Planning and Compensation Act 1991, which seeks to improve the efficiency of the planning system and make the compensation code fairer. New enforcement powers are outlined, including planning contravention notices, breach of condition notices and injunctions. Topics covered under control of development include planning obligations, demolition control, fish farming and environmental assessment. There are new provisions covering development by local authorities, mines and waste, old mining permissions and trees, listed buildings and conservation areas. Changed procedures for development plans and simplified planning zones give effect to the government's proposals for a plan-led land-use planning system.
