Introduces the Town and Country Planning (Development Plans and Consultation) Directions 1992 (replace the Town and Country Planning General Regulations 1976), which bring into force new arrangements for local authorities to grant planning permission for their own development or for developments jointly carried out with another person and for development on local authority-owned land.
