Abstract
Presents the final report of Sir Oliver Letwin's independent review of build out rates i.e. the rate at which land that has planning permission or is allocated for housing actually has housing development completed on it. Argues that build out rates are low, and proposes to improve this by developing a new set of planning rules for large sites requiring diversity of housing types and tenures.
