Abstract

Presents the Transport Committee findings for all lane running, an alternative smart motorways method aiming to address the issue of increasing capacity on the strategic road network. The intention of the Department for Transport is to permanently convert the hard shoulder and allow these to be used as a running lane. The Transport Committee raises the safety concerns of respondents, including changes to design specifications relating to frequency and spacing of emergency refuge areas.
