Abstract
To ensure appropriate health and safety standards are adopted where there is movement of both plant and persons within works areas managed by and for the Highways Agency. Looks at minimum requirements, planning, organisation, vehicle routes, visibility aids, control, warning systems and communication.

Publisher History
The Highways Agency transformed into Highways England in 2015 and was then renamed as National Highways in 2021. The government company had responsibility for operating England's motorways and major A roads, including modernising and maintaining the highways. Their publications include the Design Manual for Roads and Bridges, the Manual of Contract Documents for Road Works and Interim Advice Notes.
