Comprises an evaluation of the Low Carbon Pioneer Cities Heat Networks project in which 3 cities and 2 unitary authorities (Leeds City Region, Greater Manchester, Newcastle, Nottingham and Sheffield) were supported to move towards the deployment of low carbon heat networks. Looks at: the extent to which the project helped LAs to overcome barriers to developing low carbon heat networks; progression in the 5 areas; how well the project itself worked; how well practices at the city level worked; understanding the local context that has driven (and affects) the development of heat networks; and specific decision making processes at a local level.
The Department brings together much of the Climate Change Group, previously housed within the Department for Environment, Food and Rural Affairs (Defra), with the Energy Group from the Department for Business, Enterprise and Regulatory Reform (BERR). From July 2016 became part of the Department for Business, Energy and Industrial Strategy (BEIS)
