Explanatory Memorandum
Abstract
Relates to SR 2015/188, which provide for the transfer of planning functions to councils as part of a new two-tier planning system. As part of this, the existing powers in relation to designating a Simplified Planning Zone (SPZ) scheme will transfer from the Department of the Environment to the new district councils. The Department will retain an oversight role and intervention role as necessary.
