Provides advice on procedures to be followed for environmental assessment (EA); publicity; the duty to inform the Welsh Office; Simplified Planning Zones; permitted development; planning enforcement appeals; and the proposed changes to EA regulations.

Paragraph 157 superseded by the memorandum in Crown application of the planning acts (WAG, 2006). Supersedes: Welsh Office Circulars 23/88, 20/94, 12/95 and 39/95. Also supersedes paragraphs 15 and 16 of Welsh Office Circular 32/92, paragraphs 36-40 of Welsh Office Circular 39/92, paragraphs 2.78 and 2.79 of annex 2 of Welsh Office Circular 24/97 and paragraph 22 of Welsh Office Circular 29/95. In addition, TAN 17: Environmental assessment (Welsh Office, 1998) and paragraphs 14 and 15 of TAN 3: Simplified planning zones are superseded too.
