Abstract
Argues for the use of a minimum design standard, giving consumers a guarantee of homes and neighbourhoods that are consistently well designed. Also calls for a simpler set of housing standards and the reformulation of planning gain as a community equity share.

Now defunct, the Commission for Architecture and the Built Environment was the government's advisor on architecture, urban design and public space. They replaced the Royal Fine Art Commission in 1999. In April 2011, the Design Council and CABE joined to become one organisation.
