Abstract

Appeal against a borough council's refusal to dispense with requirement M4 of the Building Regulations 2000 in respect of the erection of two semi-detached, two storey dwellings, each with 40m² in ground floor plan area, following demolition, as they did not provide WC facilities on the ground floors.
