Aims to provide guidance to ground management, technical specialists (e.g. architects and engineers) and representatives of all relevant authorities, to aid them in the assessment of the number of spectators which can be safely accommodated within a sports ground. Also gives guidance on measures intended to improve safety at existing grounds, in terms of their design and safety management, whilst taking into account the constraints and difficulties which may be present at these grounds. Also looks at how to apply good practice in the design and management of new grounds or newly constructed sections of grounds.
