Abstract
Appeal against a borough council's refusal to relax requirement M4 of the Building Regulations 2000 in respect of sanitary provision in a new infill house with 38m² in plan area at ground level, with proposed rooms being a kitchen and a living room on the ground floors, and two bedrooms with a bathroom on the first floor. To achieve approval a WC between the kitchen and the living room was required.
