Abstract
Appeal against a borough council's refusal to relax requirement M1 of the Building Regulations 2000 in respect of a single step between two levels, a landing and the bulk of the floor space, inside a public building. This constituted part of building work that involved redevelopment of existing structures and a single storey extension. The council did not consider a solitary step a safe measure.
