Abstract
Appeal against a borough council's refusal to relax requirement B1 of the Building Regulations 2000 in respect of a five-storey, previously four-storey, 1950s house with a plan area of 6m x 12.5m at ground floor level. The building work included a new en-suite bathroom and a terrace at the roof level.
