Abstract
Appeal against a borough council's refusal to relax requirement B1 of the Building Regulations 2000 in relation to a thirty-eight bedroom building with a two-storey extension. The appellant believes that there are sufficient management, fire containment and evacuation procedures in place to substitute for an absence of self-closing fire doors.
