Abstract
Provides a detailed analysis of responses to a consultation issued by the Highways Agency in April 2003, which put forward options for widening the use of performance specifications across all forms of procurement, not just private finance contracts and sought views on how to improve the procurement process. Comprises the third part of a consultation which looked overall at developing new and/or improving the existing policies for procurement and forms of contracts.

The Highways Agency transformed into Highways England in 2015 and was then renamed as National Highways in 2021. The government company had responsibility for operating England's motorways and major A roads, including modernising and maintaining the highways. Their publications include the Design Manual for Roads and Bridges, the Manual of Contract Documents for Road Works and Interim Advice Notes.
