Sets out a procedure for the formulation of local authority inspection strategies, and is intended to assist local authorities in fulfilling their statutory obligations and complying with the underlying principles of the Part IIA regime of the Environmental Protection Act 1999. Divided in three main parts of an introduction and overview; procedure for strategy development; and suggested outline for a typical local authority strategy.

Formed from the merger of the Department of Transport (DOT) and the Department of the Environment (DOE). Split into the Department of Transport, Local Government and the Regions (DTLR) and the Department of the Environment, Food and Regional Affairs (DEFRA). The DTLR was disbanded in 2002.
