Abstract
Based on a programme of research with local planning authorities and draws on examples of good practice from the level of the region through to the district. It is designed to highlight the issues authorities will encounter in undertaking their capacity work and to act as a checklist of the various options available and decisions which have to be made at any point in the capacity assessment process.

Formed from the merger of the Department of Transport (DOT) and the Department of the Environment (DOE). Split into the Department of Transport, Local Government and the Regions (DTLR) and the Department of the Environment, Food and Regional Affairs (DEFRA). The DTLR was disbanded in 2002.
