Intended to provide the Secretary of State with sufficient information about statutory undertakers' use of PDRs to enable him to consider whether their scope should be changed, and to provide sufficient information about the operation and effectiveness of non-statutory consultation arrangements to enable him to consider whether the arrangements should be altered.
