Sets out the Secretary of State's priorities for development control; defines arrangements for notifying relevant planning applications to the Secretary of State; describes the role of regional planning authorities in development control; and introduces the Town and Country Planning (General Development) (Scotland) Order 1981 and the Town and Country Planning (Development by Planning Authorities) (Scotland) Regulations 1981.
