Abstract

Gives guidance on the construction of highway earthworks where the Specification for Highway Works is being implemented. This guidance is applicable to all trunk roads and motorway projects and may also be considered as good practice for other schemes involving major earthworks.

The Highways Agency transformed into Highways England in 2015 and was then renamed as National Highways in 2021. The government company had responsibility for operating England's motorways and major A roads, including modernising and maintaining the highways.
