Abstract

The guidance given in this Departmental Advice Note covers two areas. The first area is specifically directed to preparing contract documents under the Manual of Contract Documents for Highway Works (MCHW) dated December 1991, and its amendments. The second area covers general advice on design and assessment of earthworks.

The Highways Agency transformed into Highways England in 2015 and was then renamed as National Highways in 2021. The government company had responsibility for operating England's motorways and major A roads, including modernising and maintaining the highways.
