Explanatory Memorandum
Abstract
The regulations have been introduced in order to meet the requirements of European Directive 2014/61/EU and encourage the sharing of physical assets and information across the utility, transport and communication sectors. The aim is to lower the costs for increasing the speed of broadband to households in the UK and reduce planning, street works and access to land barriers.
