Abstract
Presents a methodology for architects, engineers, and school administrators for analysing the vulnerability of students and staff to various terrorist threats and for identifying appropriate cost-effective mitigation measures. Discusses architectural and engineering design considerations for the school site, and design considerations for the building envelope. Outlines explosive blast theory. Suggests mitigation measures for chemical, biological, and radiological (CBR) attacks. Considers the concept of safe rooms intended to resist CBR and blast threats.
