Abstract
Describes the Government’s Standard Assessment Procedure (SAP) for assessing the energy performance of dwellings. The SAP rating is based on the energy costs associated with space heating, water heating, ventilation and lighting, less cost savings from energy generation technologies. The SAP rating is expressed on a scale of 1 to 100, the higher the number the lower the running costs. Applicable to self-contained dwellings.
History
The Standard Assessment Procedure was first published by the then DOE and BRE in 1993 and in amended form in 1994, and conventions to be used with it were published in 1996 and amended in 1997. Revised versions were published in 1998, 2001 and 2005. SAP 2009 version 9.90 dated March 2010, rev October 2010, RdSAP 2009 added March 2011. Published on behalf of DECC by BRE. This document has previously been available on The Construction Information Service via the publishers ODPM and DEFRA.

Publisher History
The Department brings together much of the Climate Change Group, previously housed within the Department for Environment, Food and Rural Affairs (DEFRA), with the Energy Group from the Department for Business, Enterprise and Regulatory Reform (BERR).
