Abstract
Sets out the evidence and argument for the implementation of a new definition of zero carbon homes. From 2016, developers will be required to deal with all emissions from new build homes that fall under the scope of building regulations. A specified portion of this will have to be dealt with on-site through energy efficiency measures such as insulation and onsite renewables such as solar panels. The remaining emissions can be dealt with through offsite measures, the mechanism for which has yet to be decided. The analysis draws on work done by the Zero Carbon Hub for the Department for Communities and Local Government.
