Abstract
Sets out the government's plans for meeting the target of a reduction of 29% in non-traded carbon emissions from the household sector. The plans envision a wholesale transformation of how energy is used in homes. The proposals will make it easier for people to take action, removing the deterrent of upfront costs and reducing the hassle of the move to greener living.

The Department brings together much of the Climate Change Group, previously housed within the Department for Environment, Food and Rural Affairs (DEFRA), with the Energy Group from the Department for Business, Enterprise and Regulatory Reform (BERR). From July 2016, DECC became part of the Department for Business, Energy and Industrial Strategy (BEIS).
