Abstract
Appeal against a borough council's refusal to relax requirement B1 of the Building Regulations 2000 in respect of provision for means of escape in flats with open plan living areas. Cooking facilities are located in one corner and internal stairways lead down from the living area to a protected entrance hall in the units at the first floor level of the building.
