Abstract
English Partnerships identified a problem of the utilities market not meeting the needs and priorities of the regional economic strategies of the English Regional Development Agencies in the advanced servicing of development sites. This report was commissioned to survey the problem, research the current responses, consider the issues, and identify innovative, cost effective and sustainable solutions that could have general application.
