Abstract
In 1999 regional meetings were held (with a cross section of local authority leaders, councillors and officers), in order to identify good practice in achieving Government objectives that authorities should have a development plan in place and should determine 80% of applications within 8 weeks. This publication reports on the main issues raised by local authorities at these meetings and the action which the Government is taking in these areas.

Formed from the merger of the Department of Transport (DOT) and the Department of the Environment (DOE). Split into the Department of Transport, Local Government and the Regions (DTLR) and the Department of the Environment, Food and Regional Affairs (DEFRA). The DTLR was disbanded in 2002.
