Abstract
In February 1998 the Government published a consultation paper, Access to the open countryside in England and Wales, inviting comments and ideas about how best to meet its manifesto commitment to give people greater freedom to explore open countryside. This document sets out the framework for Government action and describes the key elements of the package which the Government plans to implement.

Formed from the merger of the Department of Transport (DOT) and the Department of the Environment (DOE). Split into the Department of Transport, Local Government and the Regions (DTLR) and the Department of the Environment, Food and Regional Affairs (DEFRA). The DTLR was disbanded in 2002.
